Roman Petrov lectured the very first Jean Monnet Module in EU law in Ukraine at Donetsk National University in 2001 and since 2010 he has been the Jean Monnet Chair in EU Law at the National University of Kyiv-Mohyla Academy, where he also functions as the Head of the Jean Monnet Centre of Excellence in EU Studies at the National University of Kyiv-Mohyla Academy. Furthermore, he has been the Director of the German Law Institute at the National University of Kyiv-Mohyla Academy since 2016. Roman Petrov obtained his PhD from the Queen Mary University of London (UK). He conducted post-doctoral research as a Max Weber Fellow at the European University Institute (Italy) and held research fellowships at the University of Heidelberg (Germany) (Alexander von Humboldt research fellowship), the University of Oxford (UK), Ghent University (Belgium), Uppsala University (Sweden) and other international universities. He was a visiting professor and researcher at the University of Latvia in Riga (Latvia) and at Augsburg University (Germany), Foreign Chair at Ghent University (Belgium), UNA Chair in EU Studies at Bologna University (Italy), visiting professor at Bari University (Italy) and European Visiting Professor at Saarland University (Germany), research fellow at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg (Germany) and at the British Institute of International and Comparative Law (UK).
Roman Petrov is the author of one of the first Ukrainian textbooks on EU law and he is the founder and the first elected President of the Ukrainian European Studies Association. Professor Petrov’s areas of research and teaching are EU law, EU external relations law, approximation and harmonization of legislation of third countries with the EU acquis, and legal aspects of regional integration in the post-Soviet area. Prof. Dr. Petrov frequently advises state institutions in Ukraine, including the Constitutional Court of Ukraine and the Ministry of Justice. He is an expert on EU law for the European Parliament and the Secretariat of the Energy Community.
During his stay at HIAS, Roman Petrov will conduct research on the impact of the war in Ukraine on the EU enlargement and the EU foreign policy (European Neighbourhood Policy, Eastern Partnership). He will study historical, legal and political aspects of EU enlargement policies and practices in relation to war and lawfare in Ukraine. It is planned to organize an academic workshop on the topic of the “Accession through war in Ukraine” with the participation of leading German, European and Ukrainian scholars. In addition, Roman Petrov, in cooperation with the ForUA (First International Expert Forum on Ukraine) and the University of Hamburg, will launch a series of monthly round tables at HIAS to discuss the most topical issues of Ukraine’s EU accession.
Petrov’s tandem partners are Maren Hofius, postdoc in International Political Sociology and Markus Kotzur, Vice Dean for International Relations and Professor of Public Law, European and International Public Law at Universität Hamburg.
His HIAS Fellowship is provided by the Free and Hanseatic City of Hamburg and the federal and state funds acquired by Universität Hamburg in the framework of its Excellence Strategy.
